READING, PA – Entech Engineering, Inc. (Entech) is proud to announce that Tori Morgan, Director of Funding, Regulatory Relations, and Compliance, has been selected by the Eastern Pennsylvania Water Pollution Control Operators Association (EPWPCOA) to receive the George L. Parks Public Education Award. This distinction recognizes individuals or organizations that have made significant contributions in promoting public understanding of water environment issues and their importance to community well-being.
Morgan was formally honored during the EPWPCOA’s annual meeting hosted by the Delaware County Regional Water Quality Control Authority (DELCORA) on November 14, 2025.
Throughout her career, Morgan has demonstrated exceptional dedication to advancing public education around water and wastewater management. Her leadership has strengthened connections between engineering, funding, and communication, helping municipalities and utilities secure vital resources and increase public awareness of the importance of infrastructure investment. She is also passionate about providing public education to residents and children on the importance of water services and pollution prevention.

Tori Morgan, LO, brings more than 35 years of experience with private and municipal clients, community engagement, and infrastructure funding. Outside of her work at Entech, she served as a municipal official and currently holds leadership roles focused on community planning and intergovernmental coordination. At Entech, she leads efforts
in funding strategy, regulatory relations, and compliance, assisting clients in navigating complex funding opportunities to advance critical water, wastewater, and infrastructure projects.
