Overview

To maintain compliance with Pennsylvania Act 127 and Pipeline and Hazardous Materials Safety Administration (PHMSA) Master Meter regulations, a national property management company partnered with us to document and map the natural gas system at a confidential residential complex in Philadelphia, PA.

The facility receives natural gas through a utility Master Meter, which distributes fuel to multiple building sub-meters located throughout the apartment complex. The PA Public Utility Commission (PUC) determined that this configuration qualifies as a Master Meter distribution system, requiring full documentation of assets and piping.

We collaborated with the property management team to review available maps, maintenance records, and natural gas system documentation. Field walk-downs were conducted with on-site maintenance staff to capture existing system conditions and create an as-built natural gas asset inventory. Documentation included photographs, descriptions, and settings for identified assets.

Asset collection included the utility Master Meter, isolation valves, above/below grade transition points, and outdoor delivery meters. Meter information recorded included manufacturer, model, style, end connections, and Maximum Allowable Operating Pressure (MAOP). Photographs of system assets were compiled into the report for clarity.

Subsurface natural gas piping was mapped between the Master Meter and sub-meters using Ground Penetrating Radar, signal transmitters, and GPS tracking. The results were assembled into comprehensive maps, with each identified asset cross-referenced to its entry in the system report.

Our work provided a clear record of the system, which serves 77 buildings and 405 living units, including subsurface piping, Master Meters, isolation valves, regulation settings, and sub-meters. With this effort complete, the property owner now has the mapping and documentation necessary to support annual reporting, construction safety, and long-term maintenance planning.
