Overview

A national property management company needed to comply with the Pipeline and Hazardous Materials Safety Administration (PHMSA) Master Meter regulations and Pennsylvania Act 127 requirements. To meet PA Public Utility Commission (PUC) directives, we were engaged to map and document three (3) separate Master Meter natural gas systems located at Harrisburg area residential complexes.

The systems deliver natural gas from utility Master Meters through a campus-wide distribution network to building sub-meters. Entech’s work provided the owner with clear documentation, detailed maps, and system reports, allowing the owner to plan and track maintenance, supplement annual reporting, and improve system safety through increased system knowledge.

We collaborated with on-site maintenance staff to review existing records and perform field walk-downs of the three Master Meter systems. Using Ground Penetrating Radar, signal transmitters, and GPS tracking, the team located and mapped the underground piping between Master Meters and building sub-meters.

Assets such as valves, meters, regulators, and transition points were photographed, described, and cataloged where applicable. Key details including manufacturer, model, style, connections, and Maximum Allowable Operating Pressure (MAOP) were recorded, and each asset was correlated with a comprehensive system map.

At the conclusion, the property management group received as-built system maps and detailed reports, complete with photos and descriptions. This provided the client with confidence in system locations and a reliable foundation for ongoing maintenance, upgrades, and compliance documentation.
