Overview

We were hired to provide engineering and construction management services for an upgrade to an existing city gate station in West Virginia that serves as a back-up natural gas feed to a city with a population of approximately 20,000. The purpose of the project was to remove unnecessary and outdated equipment, as well as replacing piping and equipment that lacked documentation necessary for PHMSA/DOT compliance.

Solution Details

Our oil & gas facilities engineering team performed a front-end inspection of the existing facility and equipment, and completed a project scoping report, which outlined the existing condition of the station and proposed recommended upgrades. The final scope included complete redesign of the station inlet piping, with additions of a below-ground station inlet valve and drip pot, permanent PIG receiver, and meter inlet header.

Once the scoping report approval was received from the client’s operations team and downstream distribution operators, we prepared a full set of construction drawings that included demolition plans, equipment location plans, piping fabrication details, and bill of materials, and pressure test parameters. We also prepared material requisitions for procurement and performed a material audit at the client’s warehouse upon receipt of the material.

Acting as the on-site project supervisor, we oversaw construction from start to finish. This role included daily job safety briefing, coordination of contractors and inspectors, pipeline outage planning and coordination, maintaining necessary permits on-site during construction activity, and facility as-builts. We also worked with a third party environmental contractor in the removal of asbestos-contaminated coal tar pipe coatings prior to demolition. We prepared the final job data book containing all information necessary for compliance – including as-built drawings, pressure test records, NDE reports, coating reports, and MTRs.
