Overview

We partnered with the City of Lebanon Authority (CoLA) to plan, design, and advance a comprehensive improvement program for its wastewater treatment plant (WWTP), which serves the City of Lebanon and surrounding municipalities.

Originally upgraded in 2014 to include biological nutrient removal, the facility required additional improvements to address aging infrastructure, operational inefficiencies, and evolving regulatory requirements. Through a multi-phase effort that included preliminary engineering, final design, bidding support, and financing evaluation, we helped position the Authority to implement critical upgrades while maintaining budget and ratepayer considerations.

The program evaluated and advanced a series of targeted improvements to enhance treatment performance, reliability, safety, and long-term operational flexibility for a facility permitted to treat 8.0 MGD.

Solution Details

We delivered a full lifecycle engineering approach, guiding the Authority from planning through project funding strategy. Our work began with a detailed preliminary engineering phase that included site investigations, hydraulic and process modeling, and development of concept-level designs for key plant upgrades. We prepared design reports, cost opinions, and permitting documentation, supporting regulatory approvals and refining the project scope to align with budget goals.

Building on this foundation, we advanced the project into final design and bidding. Our team developed complete construction documents, including civil, structural, mechanical, electrical, and SCADA system designs, ensuring seamless integration with existing plant operations. Improvements included a new headworks facility, upgraded grit removal systems, primary clarifier and sludge handling enhancements, digester and HVAC upgrades, chemical storage improvements, and renovations to key operational buildings. We also provided bidding-phase services, including preparation of bid packages, contractor coordination, and recommendation of award.

In parallel, we supported the Authority with a financing evaluation to identify the most effective funding strategy for the program. This included analysis of PENNVEST financing, bond options, and state and federal funding opportunities. Our team developed comparative financial scenarios, evaluated grant and loan eligibility, and provided clear recommendations to support informed decision-making and long-term affordability.
